JAKARTA- Sebagai respons atas tingginya mobilitas kendaraan di kawasan pusat aktivitas perkotaan, Korps Lalu Lintas (Korlantas) Polri terus memperkuat penegakan hukum lalu lintas melalui pemanfaatan teknologi berbasis digital.

Di bawah kepemimpinan Kakorlantas Polri Irjen Pol. Drs. Agus Suryonugroho, S.H., M.Hum., Korlantas Polri memanfaatkan Revolusi Ruang hampa di udara menjadi ruang strategis melalui ETLE Drone Patrol Presisi.

Hal ini salah satu langkah nyata dalam mengawasi pelanggaran ketentuan ganjil genap secara objektif dan terukur guna terciptanya Keselamatan dan ketertiban di jalan raya.

Melalui pelaksanaan ETLE Drone Patrol Presisi, Kakorlantas Polri Irjen Pol. Drs. Agus Suryonugroho, S.H., M.Hum menegaskan komitmen Korlantas Polri dalam menghadirkan pengawasan lalu lintas yang modern, adaptif, dan berorientasi pada keselamatan.

Kegiatan ETLE Drone Patrol Presisi ini dilaksanakan oleh Direktorat Penegakan Hukum (Ditgakkum) Korlantas Polri yang dipimpin oleh Dirgakkum Korlantas Polri Brigjen Pol. Faizal, S.I.K., M.H.

Sementara itu pengendalian teknis di lapangan dilaksanakan oleh Kasubdit Dakgar Ditgakkum Korlantas Polri Kombes Pol. Dwi Sumrahadi Rakhmanto, S.H., S.I.K., M.H.

Dalam keterangannya, Kombes Pol Dwi Sumrahadi mengatakan pengawasan difokuskan pada ruas-ruas strategis dengan tingkat kepadatan tinggi yang termasuk dalam koridor pemberlakuan pembatasan kendaraan bermotor sistem ganjil genap di wilayah DKI Jakarta.

“Ada beberapa ruas jalan seperti Jalan HR Rasuna Said, Jalan Gatot Subroto, dan Jalan MT Haryono,” kata Kombes Pol Dwi Sumrahadi, Rabu (11/2/26).

Kombes Pol Dwi Sumrahadi menerangkan, Drone yang beroperasi secara real time itu dilengkapi kamera beresolusi tinggi yang mampu merekam pergerakan kendaraan serta mengidentifikasi pelat nomor kendaraan secara jelas.

“Drone juga mampu mendeteksi pelanggaran ganjil genap berdasarkan kesesuaian angka pelat nomor dengan hari dan tanggal pemberlakuan,” kata Kombes Pol Dwi Sumrahadi.

Penindakan terhadap pelanggaran ganjil genap tersebut didasarkan pada beberapa pasal Undang – undang Lalu Lintas dan Angkutan Jalan diantaranya : Pasal 106 ayat (4) huruf a Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan, yang mewajibkan setiap pengemudi mematuhi rambu lalu lintas dan marka jalan.

Pasal 287 ayat (1) Undang-Undang Nomor 22 Tahun 2009, yang mengatur sanksi pidana kurungan paling lama 2 (dua) bulan atau denda paling banyak Rp500.000,00 (lima ratus ribu rupiah) bagi pelanggar rambu lalu lintas.

Selain itu juga sesuai Peraturan Gubernur DKI Jakarta Nomor 88 Tahun 2019 tentang Perubahan atas Peraturan Gubernur Nomor 155 Tahun 2018 tentang Pembatasan Lalu Lintas dengan Sistem Ganjil Genap, yang menjadi dasar pemberlakuan kebijakan pembatasan kendaraan bermotor berdasarkan nomor polisi di ruas-ruas tertentu wilayah DKI Jakarta.

Dengan demikian, setiap kendaraan yang melintas pada ruas yang diberlakukan sistem ganjil genap namun tidak sesuai dengan ketentuan hari dan tanggal, dikualifikasikan sebagai pelanggaran terhadap rambu pembatasan lalu lintas melalui mekanisme ETLE.

Setiap pelanggaran yang terekam selanjutnya terintegrasi ke dalam sistem ETLE Nasional untuk dilakukan tahapan identifikasi kendaraan, verifikasi oleh petugas, hingga penerbitan surat konfirmasi pelanggaran secara elektronik.

“Rekaman elektronik tersebut menjadi alat bukti yang sah, sehingga harapan menwujudkan keamanan, keselamatan dan ketertiban lalulintas dapat terwujud,”kata Kombes Dwi Sumrahadi.

Penerapan ETLE Drone Patrol Presisi ini menjadi solusi efektif dalam mengoptimalkan pengawasan tanpa mengganggu kelancaran arus lalu lintas serta meminimalkan interaksi langsung antara petugas dan pengguna jalan.

Selain berfungsi sebagai instrumen penegakan hukum, sistem ini juga memiliki efek preventif yang kuat dalam meningkatkan kesadaran masyarakat untuk mematuhi kebijakan ganjil genap.

“Upaya ini diharapkan mampu mendukung pengendalian mobilitas perkotaan, menekan tingkat pelanggaran, serta mewujudkan budaya tertib berlalu lintas yang berkelanjutan,”pungkasnya. (*)
